One Stop Vehicle Records

The other day I was reading in 'The Hindu' news paper that in Bangalore, only 20% of vehicles have valid Emmission certificate (link here). Really !! that's a very small number! And moreover these vehicles are putting hell lot of black smoke everywhere that I think in each locality of bangalore at least one episode of "LOST" could be shot.

Anyways, so the same day while going to office on silkboard junction, I noticed that all vehicles no matter if Bus/Truck/Tempo Traveller/Taxi all of them kept their engine on till the Red light turned to Green. Gurr... I was thinking how could we make sure that these vehicles have proper pollution certificate to make sure they don't pollute air.

So while discussing with one of my colleagues in office, we got this idea. Now a days, from RTO we get chip based card (instead of a paper which we used to get earlier) which serves as RC (Registration Certificate) for new vehicle and this chip keeps information about the vehicle (like owner, model, engine number etc.).

How about if we make this chip to keep information about Insurance Certificate and Emmission Certificate of vehicle as well. And we give the chip reader to traffic policemen so that they can simply insert this card into reader and verify if this vehicle has proper Insurance Certificate and Emmission Certificate. Also I heard it is being mandatory to display pollution certificate to get petrol/diesel from petrol bunk before getting petrol/diesel. If we have this chip based mechanism and with a chip reader at each petrol bunk, it could be easily verified if the vehicle is authorised to get petrol/diesel.

Solution in summary

  1. Have RC card to keep information about Insurance Certificate/Emmission Certificate  (and any other information about vehicle if required).
  2. Chip reader (GPRS enabled) with traffic police which will automatically reads chip and get information if vehicle has all required documents. If not, put fine.
  3. Chip reader (GPRS enabled) with petrol bunk to make sure before giving petrol, if vehicle has proper Emmission certificate. 
  4. Above point 3 can also be enhanced to make sure petrol flow starts only when Card chip has valid information. And number of petrol withdraw per vehicle can also be limited (say 2 or 3) to make sure not same card is being used to put pertrol in all vehicles.

Feasibility
Chip base reader (GPRS Enabled) should be easy to install as now all petrol bunks have Card Reader (Master/Visa etc.). So it shouldn't be a problem.

Information about insurance is available with the insurer company and available online as well. It just needed to be linked with RC number. This should also be easy.

Information about Emmission Certificate is available with customer only. It can be made mandatory that while creating a new pollution certificate, this information should be uploaded and linked online with vehicle RC.
